CONSTITUTIONAL REFERENDUM 2020 – Information and updates

As per Presidential Decree of 17 July 2020, on the 20-21 September there will be a confirmatory referendum on the constitutional law concerning Amendments to articles 56, 57 and 59 of the Constitution regarding the reduction of the number of parliamentarians, which was approved by Parliament and published in the Italian Government Gazette – General Series – n. 240 of 12 October 2019.

Italian citizens who registered in AIRE (Register of Italians living abroad) shall vote by correspondence as per Law 27 December 2001 n. 459 and Presidential Decree 2 April 2003 n. 104. Voters who temporarily reside in the Cape Provinces (Western Cape, Eastern Cape, Northern Cape) for work, study or medical reasons and who opted to vote abroad by 19 August 2020 may also vote by correspondence following the same procedure.

The Consulate of Italy in Cape Town will courier each voter an electoral package containing:

  • the electoral certificate (i.e. the document which certifies the right to vote)
  • the ballot paper
  • a small white envelope
  • a larger envelope
  • an information sheet

Voters place a mark (such as a cross or a stroke) inside the rectangle containing the words YES or NO using ONLY a black or blue ballpoint pen;

By voting YES the voter expresses his/her will to APPROVE the constitutional reform voted by Parliament.

By voting NO the voter expresses his/her will NOT to APPROVE the constitutional reform voted by Parliament.

The ballot paper must be placed in the small envelope, which has to be carefully sealed and may only contain the ballot paper. Voters shall place in the larger envelope both the tear-off slip of the electoral certificate (after having torn it off along the dotted line) and the sealed small envelope containing the voted ballot paper; 

The larger envelope must then be returned to the courier so that it reaches the Consulate by 16h00 (local time) TUESDAY 15 September 2020.
